Good fold. Very disciplined. I think probably 70% of the time its pretty strong from a loose passive player like him. Especially if u havnt seen him do it before and only been check/calling most of the time. Since u r a better player u could probably find better spots to get in a big pot. Loose passive players usually raise with something pretty good.

Also, u should bet bigger on the flop and turn for value. Probably 85% pot on flop, 75-85% on turn. Board is draw heavy and ppl will peel with gutshot, pair, overcards like T9, etc.
